Is apartheid being practiced in Guyana?

Article I of the 1973 International Convention on the Suppression and Punishment of the Crime of Apartheid declares that โ€˜apartheid is a crime against humanity and that inhuman acts resulting from the policies and practices of apartheid and similar policies and practices of racial segregation and discrimination, as defined in article II of the Convention, are crimes violating the principles of international lawโ€ฆโ€™ย 
The Convention defines the crime of apartheid in Article II by comparing a number of examples to โ€˜โ€ฆsimilar policies and practices of racial segregation and discrimination as practised in southern Africaโ€™, which have the stated purpose of โ€˜โ€ฆestablishing and maintaining domination by one racial group of persons over any other racial group of persons and systematically oppressing themโ€™.
